What is the National Civil Intervention Body? 

The National Civil Intervention Body (N. C. I. B.) is a private law association, based in Portugal, which has a non-profit humanitarian character, which acts as a non-governmental humanitarian agency in the fields of development cooperation, civil protection, civil emergency planning, humanitarian aid and emergency. 

What is development cooperation?

The organizations that work in the field of development cooperation, in accordance with Law 66/98 of October 14, design, implement and support programs and projects of a social, cultural, environmental, civic and economic nature, specifically through actions in developing countries, development cooperation, humanitarian assistance, emergency relief and protection and promotion of human rights. In this domain we intervene in the following areas:

a) Teaching, education and culture;

b) Scientific and technical assistance;

c) Health, including medical, pharmacological and food assistance;

d) Employment and vocational training;

e) Protection and defense of the environment;

f) Social and community integration;

g) Rural development;

h) Strengthening of civil society, by supporting similar associations and grassroots associations in developing countries;

i) Education for development, specifically by disseminating the realities of developing countries to public opinion.

What is Civil Protection?

The definition of Civil Protection activity is established in Law No. 80/2015, of August 8, which makes the second modification of Law No. 27/2006, of July 3, which approves the Basic Law of Civil Protection.

According to these regulations, it is considered civil protection activity “(…) the activity carried out by the State, the Autonomous Communities and Local Entities, the public and all public and private entities in order to prevent the collective risks inherent in situations of serious accident rate. or catastrophe, to mitigate its effects and protect and rescue people and property in danger when these situations occur ”. This activity acquires a permanent, multidisciplinary and multisectoral nature. The bodies and departments of the Public Administration are in charge of promoting the essential conditions for the development of this activity, in a decentralized manner, without prejudice to the mutual support between bodies and entities of the same level or higher levels.

What is civil emergency planning?

According to Decree-Law 43/2020 of July 21, the Civil Emergency Planning aims to ensure the organization and preparation of the strategic sectors of the State to face crisis situations, with the aim of ensuring, that is, freedom and continuity of government action, regular operation. of the essential services of the State and the security and well-being of the populations. In this specific area, the C.N.I.C. it aims only to contribute to the safety and well-being of populations.

What is the N. C. I. B. logo and what does it mean?

The N. C. I. B logo consists of a golden compass rose seven centimeters on a side. The compass rose represents presence, orientation and nobility. Presence because a star is always present, even in times of darkness. Orientation because the National Corps of Civil Intervention guides its action according to an enlightened orientation of dignity and safeguarding of human life and protection of property and the environment. The golden color of the compass rose expresses the nobility of the mission that the National Civil Intervention Corps intends to carry out. 

What are the objectives of the N. C. I. B.?

The Association aims to develop cooperation activities for development, civil protection, civil emergency planning, humanitarian aid, emergency aid and professional training. 


The objectives of the N. C. I. C.


a. Develop activities in Development Cooperation, Civil Protection, Civil Emergency Planning, humanitarian aid, emergency aid and / or professional training;


b. Design, execute and support programs and projects of a social, cultural, environmental, civic and economic nature, specifically through actions in developing countries of development cooperation, humanitarian assistance, emergency aid, protection and promotion of human rights, as well such as sensitizing public opinion about the need for an increasingly committed relationship with developing countries, as well as the dissemination of their realities;

c. Raising awareness of neglected crises, promoting respect for international humanitarian law, making the voice of people affected by crises known, and helping people gain access to humanitarian and emergency assistance;

d. Participate in the definition of national policies in the areas of cooperation for development, civil protection, civil emergency planning, humanitarian aid and emergency aid, specifically in legislative initiatives related to the respective sectors;

e. Promote the creation of conditions for the acquisition and / or deepening of knowledge and skills to carry out activities in the fields of Development Cooperation, Civil Protection, Civil Emergency Planning, Emergency Aid and Humanitarian Aid and / or other convergent areas;


f. Create and maintain capacity to develop and / or support operations and / or cooperation actions for development, civil protection, civil emergency planning, humanitarian aid and emergency assistance;


g. Carry out and / or support activities to prevent and mitigate risks, protect and assist populations, and support the restoration of normalcy and the safety and well-being of populations;


h. To sensitize, inform and educate the populations in matters of self-protection against risks;


I. To promote institutional relations with organizations in the field of development cooperation, civil protection, civil emergency planning, emergency aid and humanitarian aid in order to allow exchanges between the C.N.I.C. and these organizations;


j. To demonstrate availability of collaboration with agencies, services and agents of cooperation for development, civil protection, civil emergency planning, humanitarian aid and emergency assistance; k. Provide its members with access to essential goods and services for the proper provision of services, under more favorable conditions;


l. To develop efforts to guide its activity in a context of national, European and international identity;

How are the social bodies of the N. C. I. B. elected?

The holders of the positions of the General Assembly and the Supervisory Council are elected in the General Assembly. The President of the Board of Directors is elected in the General Assembly from among the members proposed by the National Council. The remaining members of the Board of Directors are appointed by the National Council at the proposal of the elected President of the Board of Directors.

How to collaborate with N. C. I. B.?

The collaboration with C.N.I.C. It can be done in two ways. Contribute as a member, by paying a membership fee, and as a volunteer, collaborating in their areas of interest and areas of intervention of the association.

How can I become a member of N. C. I. B.?

To be a member of the C.N.I.C. it is essential that we are aware of our duties and rights. Subsequently, the membership form can be completed (by hand or on computer) and printed, which, subsequently, must be sent to an address that will be indicated by the C.N.I.C. Membership forms sent by email will be accepted, provided the original document is subsequently received by post. 

What are the N. C. I. B. members duties and rights? 

1. The duties of the members are:

a. Respect, disseminate and practice the fundamental principles of the National Civil Intervention Body;

b. Actively contribute to the pursuit of the purposes of the C.N.I.C.;

c. Exercise, free of charge, the positions of the governing bodies for wich they are elected and / or appointed and that they have accepted;

d. Respect the statutes, regulations and other rules and instructions in force;

e. Respect and collaborate in the protection of the National Civil Intervention Body logo;

f. Proceed promptly with the payment of your jewelry and / or quotas and / or other values, in accordance with their categories and other rules in force;

2. The rights of members are:

a. Participate in the institution's activities;

b. To be elected and/or appointed to positions in the governing bodies;

c. Benefit from the benefits and services granted to them, under the conditions that are defined;

d. Possess accreditation document as a member of the institution.
